| DEPARTMENTAL MISSION STATEMENT: |

| The Publishing Ministry of the Southern Africa Indian Ocean Division exists to Lift Up Christ mainly through literature and other media aiming at balanced ministry through Zechariah Project, Operations Hezekiah, Haggai Venture and Paul’s Method. |

| Every member a literature distributor and accomplished reader by 2010. “Let the leaflets and tracts, the papers and books in every direction. Carry with you, wherever you go, a package of select tracts, which you can sell, lend or give them away as the case may seem to require. | DEPARTMENTAL OBJECTIVES: 2006 - 2010 |
| A. THE GENERAL OBJECTIVES (FIVE-YEAR VIEW) |
| 1. Build up the Literature Evangelist Force and increase the number of Literature Evangelists by 36% annually, from 1750 to 6000 by 2010 in order to have vast majority in evangelism. 2. Form and strengthen Southern Africa Indian Ocean Division publishing Association. 3. Saturate the Southern Africa Indian Ocean Division territories with quality truth filled Literature with sensitivity to vernacular languages and minority groups. 4. Total Involvement of Church Members in Literature Evangelism. 5. Review publishing Policy and launch new literature Ministry Seminary curriculum. 6. Promotion of Literature Evangelism through all media Ministries. 7. Compile and produce Southern Africa Indian Ocean Division Literature evangelists’ book of experiences. 8. Develop leadership by training all publishing personnel at all levels. 9. Establish Literature Ministry Seminary in all the Division unions. 10. Develop and maximize the Student Literature Evangelism Program. 11. To strengthen and help the ABC/HHES, Publishing houses/presses and Literature Evangelists in Southern Africa Indian Ocean Division territory to be self sufficient. 12. Establish a Southern Africa Indian Ocean Division Publishing web page. 13. Participate in the 2009 Pan African Literature Ministry Congress in Nairobi, Kenya. 14. Conduct Publishing Administrative Seminar including local elders and publishing leaders. |

| B. THE SPECIFIC OBJECTIVES FOR 2006 |
| 1. Develop Leadership by training all Publishing personnel at all levels. (Paul’s Methord) |

| ACTION PLAN/S: |
| |
| a) Conduct a leadership seminar in Malawi union for all publishing leaders in the union from May 3rd to 7th 2006 in Blantye City. b) Conduct a leadership seminar for all publishing leaders in the union with at the invitation of SAUC. May 15-18, 2006. c) Conduct a publishing leaders seminar with stanborough Press and Review and Heralds at the invitation of the Division Publishing Ministries, July 14 – 23, 2006. d) Send two of our Portuguese speaking Countries Publishing leaders to brazil for training. (Mozambique and Angola) e) Develop and strengthen a Christ centered leadership. f) Introduce a training course through correspondence. |

| ACTION PLAN/S: |

| a) Recruitment of Literature evangelists in countries of the division that have none or few such as Angola (none), Mozambique and South Africa. b) Send at least 500 Successful Credentialed literature Evangelists from other division countries to Johannesburg with truth filled literature and train locals by August 2006. Double the number until 2010. c) Send Pioneer successful literature evangelist to Angola to canvass and train the locals into the ministry. d) Encourage every literature evangelist to recruit two per year to join the ministry. e) Encourage local pastors to identify and recruit at least two members from their organized churches and at least one from their companies. f) Develop a promotional DVD for use in Churches. g) Instill a sense of belonging among Literature evangelist and help them portray a positive image of the ministry. h) Emphasize the missionary nature of the work and urge Publishing directors to set soul goals. i) Encourage and strengthen daily and team prayer meetings among Literature Evangelists. j) Emphasize balanced study of S.O.P to avoid extremes. |

| ACTION PLAN/S: |
| |
| a) Encourage administrators, departmental, other institution workers to take big weeks and develop and strengthen a culture buying books to give away. b) Encourage Local church pastors to make use of their big weeks and work closely with literature evangelists during campaigns. c) Encourage working class members to dedicate their vehicles, bank accounts, homes, offices and all within their jurisdiction to give or sell a book at least weekly. d) Family members to share their literature with the relatives or acquaintances in an endeavor to win them to the faith. e) Small groups by young people that will dedicate time to spread of literature by giving or selling. f) Adventist students who will read and share written materials on with school mates. g) Encourage preachers to print and share their sermons with church to print them and share with the community. h) Strengthen participation in distribution of VOP lessons by Church members. i) Encourage members to contribute towards the purchase of free literature. j) Recommend a publishing week of prayer culminating with annul rally day to be added to the calendar of events. k) Insure appointment of Local church publishing leader |
| 4. Develop and Maximize the student Literature Evangelism Program. (Paul and Epaphrus) |

| ACTION PLAN/S: |

| a) As per SID Policy every ministerial student shall be expected to serve as a literature evangelist prior to his or her appointment to the ministerial work. b) Put in place a strong student program. (in July meeting agenda with all leaders) c) Sell program to School administrators and educators. d) Form students LE club in academies and colleges. e) Encourage non ministerial students to pair with experienced ones to go canvassing. f) Send some of our students to America for one year who are willing to come back to continue their studies as soon as union leaders submit the names. g) Partner with Chaplaincy, youth and education. h) Introduce “Think Big” idea to all students and youth. |

| 5. Establish Literature Ministry Seminary in all the Unions of the SID. (Paul’s Methord) |

| ACTION PLAN/S: |

| a) Ensure that Malawi, Zimbabwe and Zambia use relevant materials and follow the training guidelines. b) Forward a donation from GC to Zambia towards the building of their LMS structure. c) Encourage other unions to start now to acquire land for future LMS buildings and establish a fund. d) Encourage those without LMS building to establish a roving LMS and send their LEs to established LMSs wherever possible. e) Supply each LMS with training materials as soon as they are made available to the Division by GC |

| C. THE SPECIFIC OBJECTIVES FOR 2007 |

| ACTION PLAN/S: |
| |
| a) Bring Union publishing Directors, Literature Ministry Directors, ABC/HHES Managers and Publishing house/Press managers with the General conference Publishing Ministries Director to do the necessary reviews, January 14-18,2007 in South Africa. b) Make recommendations to the SID executive Committee to effect the changes accordingly. c) Supply all leaders and literature Evangelists with copies wherever necessary and possible. |
| 2. Launch the New Literature Ministry Seminary curriculum. (Paul’s Method) |

| a) Organize a seminar for all Union Publishing directors and LMS directors and tutors to launch the new LMS curriculum. This will be in January 19-20, 2007 in South Africa. b) Distribute the new materials to all the unions immediately. c) Ensure that all the LMS use the newly revised materials. |

| a) Conduct administrative seminar in conjunction with the General conference in the month of August or September 2007 for unions administrative staff. b) Sensitize the pastors about the importance of Literature Ministry and its role to their churches at a workers meeting and other organized gathering for local church Pastors in the first quarter of the year. c) Do a seminar for Local church elders and local church publishing directors on effective local church publishing programs. d) Urge officers to remember Literature evangelists as workers when selecting session delegates. |

| D. THE SPECIFIC OBJECTIVES FOR 2008 |

| 1. Evaluations. |
| |
| ACTION PLAN/S: |
| |
| a) Evaluate at least 5 union in the division which are : Zambia ,Zimbabwe,South Africa, Botswana, Malawi. b) Evaluate all publishing houses or printing presses. c) Evaluate at least two conferences in each of the five unions. d) Evaluation expectations will be shared during the advisory in January 2007. e) Evaluate all ABC/HHES in the unions. |

| a) Educate the leaders now on the importance of Literature ministry testimonies. b) Task the Union leaders at the July meeting to send at least 10 experiences per quarter in preparation for the book. c) Start negotiations with various publishing houses for a reasonable price for quality product. |
| 3. Promotion of Literature evangelism through all media ministries. |

| ACTION PLAN/S: |
| |
| a) Compile video footage for hope channel to sensitize the church of this important ministry. b) Work with echo magazine editor to print some Literature Evangelists experiences and insert an application form for interests. c) Air some of the Literature Evangelist experiences in the division on Adventist world Radio wherever possible. d) Form a media committee with SOP and communications. |
| 4. Strengthen HHES/ABC, publishing houses/presses and Literature Evangelists to be self sufficient. (Operations Hezekiah) |

| ACTION PLAN/S: |
| |
| a) Insure that all these entities produce financial statements. b) Encourage them to have control measures in place. c) Request SID treasury to design a model financial statements for all ABC/HHES entities of the church. d) Help them have action plans and objectives. e) Encourage them to sell denominational books only where possible and avoid trade in other staff such as herbs with advice from health department. |

| 5. Saturate SID with quality truth filled Literature. |

| ACTION PLAN/S: |
| |
| a) Make use of the open policy to explore other producers avenues with quality literature at reasonable prices. July 2006 meeting bring two publishing houses with their products. b) Promote ownership and readership of spirit of prophecy by securing spirit of History of redemption bibles and pocket size bound conflict series from South Korea. A meeting schedule in May 2006 with the producer and Division President will pave way for the success of this project. c) Request as much free Literature from Publishing Houses as possible. d) Encourage churches to print message filled leaflets. |

| E. THE SPECIFIC OBJECTIVES FOR 2009 |

| 1. Participate in the GC organized Pan African Literature Ministry Convention. |
| |
| ACTION PLAN/S: |
| |
| a) Set goals which will serve as a tool to determine qualifications to attend. b) Call a moratorium on all union wide LE conventions for 2007 and 2008 in preparation for this great event. c) Discuss with the publishing leaders to find cheapest yet convenient mode of transport to Kenya, Nairobi. |
| 2. Establish a Publishing webpage. |

| ACTION PLAN/S: |
| |
| a) Start now to collect materials for the web page. b) Paste pictures of all the publishing directors in the division. c) Paste pictures of all credentialed Literature evangelists. d) Picture of all the personnel in the division that fall within the jurisdiction of publishing ministries. e) Put training materials on the web. |
| 3. Literature Evangelism week of Prayer. |

| ACTION PLAN/S: |
| |
| a) Recommend to the Division executive committee to include in the calendar of events, a publishing week of prayer to promote publishing in the local churches. b) Insure the observance of this solemn week by designing a form to be field reflecting the number of participants and results. c) Prepare sermons for use during the week of prayer. |

| a) Educate the church on the importance of a local church publishing director and his/her roles. b) Notify the churches that this individual is elected at the local church nomination committee sitting. c) Insure that all the churches have this office functional by second quarter of 2009. d) Encourage the Unions to adopt two model churches on literature evangelism. e) Encourage each church to have a lending library. |

| a) Encourage members to read Publishing Ministry and Colporteur ministry books. b) Help members to establish home libraries. c) Translation of Colporteur Ministry into vernacular languages. d) Prepare and send out sermons for to churches for promotional purposes on the importance of Literature. |

| a) Conduct institutes for student literature evangelists in their respective schools. b) Encourage Unions to start to conduct students’ rallies now in their respective institutions. c) “Think Big” project for all youth in the church and school. |

| a) Recognize all the Unions that reached their goals. b) Recognize the long serving literature evangelists. c) Recognize our retired Literature evangelists. d) All this to be done at the LE conventions or camp meetings.. e) If possible send some to bible land as an incentive. |
